Job Summary
We are seeking a high-energy, self-motivated, results-driven Senior IT Project Manager, with exemplary communication skills, executive level stakeholder management and strong leadership. This position will manage large, complex, and highly visible projects, requiring leadership throughout the project life-cycle and collaboration with a variety of business, technology and possibly vendor resources. The Senior IT Project Manager is the primary contact throughout the project lifecycle and is responsible for delivering projects within budget, agreed upon timeline, and with quality.
This position is temporary and includes full state fringe benefits; this position is anticipated to last up to three (3) years.

Qualifications

Minimum Qualifications:
Candidates must clearly demonstrate all of the following qualifications in their resume.
This position requires a minimum of five (5) years of experience performing IT project management functions, including implementation of large scale, cross-functional projects in a technology environment.
Experience must include:
  • Demonstrated achievements in project leadership, including planning, directing and implementing complex projects on time, within budget and with desired functionality.
  • Experience with software development lifecycle (SDLC), Agile and Iterative methodologies, preferably gained by having a multitude of project roles over their career.
  • Experience managing project budgets and finances.
  • Experience with RFP’s, writing and managing contracts, and vendors.


Project Management Professional (PMP) Certification required within 12 months.

Preferred Qualifications:
  • Knowledge and experience with the following technologies or methodologies: Application hosting, Cloud experience, Agile software development (concepts, methodologies, principles, standards, and best practices), SDLCs, COTS (Commercial Off The Shelf software), SaaS (Software as a service), business areas and processes
  • Experience and knowledge of industry best practices in project management, business analysis, and design techniques and use of Agile methodology
  • Ability to ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope, and risk management, status reporting, change control, issues resolution and other project management controls and practices
  • Excellent problem solving skills
  • Ability to work with a diverse team, resolve interpersonal conflict, motivate and develop team members, and influence stakeholders and key decision-makers
  • Knowledge of Minnesota IT Services and general knowledge of health care programs
  • Resource or capacity planning experience
  • Cost allocation experience
  • Experience in working on cross-disciplinary projects
  • Experience giving formal presentations to business audiences
  • PMP certification preferred or thorough knowledge and demonstrated execution of project management methodology, including documentation
  • Effective communication with a variety of stakeholders
  • Ability to learn quickly and immediately apply new knowledge
  • Ability to work in a fast-paced, changing and ambiguous environment
  • Experience with Business Analysis, working with teams to capture requirements, identify business needs, success criteria, and establish test plans
  • Strong leadership skills with a demonstrable ability to effectively lead change, resource management, motivating and coaching
  • Ability to manage a high volume of work and diverse range of projects and activities
  • Effective communication with a variety of stakeholders
